The California Building Standards Code

The California Building Standards Code (Title 24 of the California Code of Regulations) sets the minimum standards for construction in the state. It incorporates the International Building Code with California-specific amendments and covers structural safety, fire resistance, energy efficiency, accessibility, plumbing, electrical, and mechanical systems.

Local jurisdictions (cities and counties) can adopt additional, stricter requirements. This means a building code violation in one city may not be a violation in another.

Enforcement Mechanisms

Building code violations in California are enforced at the local level by city or county building departments and code enforcement divisions. Enforcement can include violation notices, fines, stop-work orders, administrative hearings, liens, and in serious cases, court action or criminal prosecution.

The Role of the Contractors State License Board

The CSLB can discipline contractors who violate building codes or fail to obtain required permits. A CSLB complaint can result in fines, license suspension, or license revocation — and it creates leverage in your dispute with the contractor.
